Voting by Post

I have been receiving numerous queries on and around ‘Voting by Post’ for the upcoming CA Elections 2021. Please find the procedure and scenarios below for quick reference:
 
1.            Normal scenario: A member who is residing outside India shall be eligible to vote by post provided that his overseas address is registered with the Institute and has been published in the list of members eligible to vote as per Rule 28 of ‘The Chartered Accountants (Election to the Council) Rules, 2006’.
 
2.            Permanent infirmity or Permanent change in address: A member who is entitled to vote at a polling booth may be permitted at the discretion of the Returning Officer, to vote by post, if by reason of permanent infirmity or permanent change in address in case of a member in service, he is unable to exercise his vote at the polling booth allotted to him. In this scenario the member shall send an application in the Approved Form for permission to vote by post together with relevant documentary proofs as required in the form. Please find the form at: https://resource.cdn.icai.org/66357election2021-53589a.pdf
 
Application can be sent from the registered e-mail id of the election2021@icai.in or through Courier or Speed Post or Ordinary Post. Such application should reach the returning officer latest by 1st October 2021.
 
3.            Members who went abroad and are unable to return to India due to covid restrictions:
